With over 17 years of specialized experience in Information Technology and Cybersecurity, Leland is a highly respected technical leader known for his expertise in secure systems architecture, risk management, and federal compliance.  Leland holds Bachelor of Science in Information Systems Management and maintains multiple advanced certifications, including a CISSP, CISA, and is an ITIL practitioner.  He brings a well-rounded and forward looking perspective to secure technology implementation, frequently sought out for complex problem solving, system reviews, and cloud migration risk evaluation.

Across prior roles at the U.S. Department of Treasury, U.S. Navy Fleet Cyber Command/U.S. 10th Fleet (FLTCYBERCOM/C10F), and U.S. Coast Guard, Leland earned a reputation as a trusted Subject Matter Expert in federal risk assessment, cloud security, and authorization processes.  He successfully led large-scale RMF and FedRAMP based assessments, navigated evolving security postures across hybrid cloud environments, and helped shape cybersecurity policies supporting both mission assurance and enterprise resilience.
